ORIO (The Facility for Infrastructure Development) / DRIVE (Development Related Infrastructure Investment Vehicle)

The Facility for Infrastructure Development (ORIO) is a facility to help develop infrastructure in developing countries. It is funded by the Dutch Ministry of Foreign Affairs and implemented by the Netherlands Enterprise Agency.

ORIO contributes to the development, construction, expansion, operation and maintenance of public infrastructure in developing countries in order to contribute to human development and private sector development.

Central governments of about 50 developing countries can apply for an ORIO grant for their infrastructure development projects in one of the following sectors: water, environment, energy, transport and logistics, ICT, social services and civil works.

In 2014 the Minister for Foreign Trade & Development Cooperation decided to stop the ORIO program and replace it with a new program called DRIVE (Developmentally Relevant Infrastructure Investment Vehicle).

On June 15, 2015, the new program for public infrastructure will be launched. Key elements of DRIVE are development relevance through focus and coherence, flexibility in the project cycle and concessional financing for the total costs of projects. One objective is to actively involve the Dutch business community.

The new program DRIVE will be elaborated on over the coming months.
